Agreement between Council and European Parliament

On 20 February, an agreement was reached during ‘trilogue negotiations’ (= closed-door meetings), between the European Parliament (EP) and the Council (= EU Members States), with the EU Commission acting as an ‘honest intermediary’. The EP was supposed to negotiate an agreement based on the disappointing position it adopted in September 2018. In February 2019, it ended-up with a position going beyond disappointing – towards alarming.
